Mooney was born in the United States and attended Franklin High School in Franklin, Wisconsin, graduating in 1990. He attended Iowa State University and received his BS in Aerospace Engineering. He appeared on various television series, including Breakout Kings, Grey's Anatomy, Nip/Tuck and others. He played the role of Lurvy in the film Charlotte's Web.
