Famous as both an Historian and a high-ranking government official, he published important works such as Un Decument Inedit din Timurile lui Stefan cel Mare (1944) and Manastirea Tiganesti (1931) and served as Romania's Minister of Education.
After graduating from Kiev University, he published early-career historical works such as La Continuite Roumaine dans La Bessarabie, Annexee en 1812 par la Russie (1920) and Cultura Romaneasca in Basarabia sub Stapanirea Rusa (1923).
He belonged to the Eastern Orthodox Church.
Born in Talmaza, Bessarabia (present-day Moldova), he later relocated to Bucharest, Romania. His marriage to Anna Schmidt resulted in children named Alla and Valeriu.
Born four decades apart, he and fellow Romanian scholar Randolph Braham both had prominent careers as historians.
