From 1996 until 2011, this Navarrese People's Union Politician served as President of northern Spain's Chartered Community of Navarre. He had previously served in the Parliament of Navarre.
After teaching primary school for a time, he entered the Business degree program at the University of Navarre.

He was born and raised in Corella, Navarre. During the mid 1980s, he held office as Mayor of his hometown.
